In the state of Pennsylvania, one games of skill manufacturer has reportedly asked the state’s appellate court judge to modify or extend an injunction which forbids police from forcibly taking its slot machines while at the same time authorities work out the legality finer points regarding this matter.

According to one report released by The Patriot-News newspaper several days ago, a manufacturer of games of skill in question here is the Pace-O-Matic Incorporated company. Pace-O-Matic Incorporated at the moment leases around 10,000 so-called skill-based games to a massive range of locations throughout The Keystone State including social clubs, gas stations, and convenience stores. These games of skill that look very similar to regular slot machines were ruled legal back in 2014 after a judge of Beaver County determined that these are games of skill since players make inputs on their own to determine the result of gaming sessions.

Reversal of 2014 Decision

However, one ruling from the 20th of November last year led by the state’s Commonwealth Court reversed that earlier decision from 2014 by decreeing that such so-called games of skill are in fact illegal considering the fact that these are not regulated by the state’s gaming regulatory body, the Pennsylvania Gaming Control Board.

Since these games were not regulated by the state’s authority body, they were also exempt from the 34% slot taxes. The Commonwealth Court which reversed the previous decision also pointed out that such games could be played by minors.

As reported by The Patriot-News, the state’s Police’s Liquor Control Enforcement decided to conduct its own series of raids back in December in Cumberland County and Dauphin County in that a great number of the Pace-O-Matic Incorporated-branded games of skills were previously confiscated.

The company reacted almost immediately as its officials decided to apply for an injunction extension which went into effect just four days later. With this application for an injunction extension in place, the police were prohibited from confiscating any further Pace-O-Matic Incorporated gaming units which gave the manufacturer more time to prepare for further legal steps.

Pace-O-Matic Incorporated Petitioned to Extend the Previous Injunction

The Pace-O-Matic Incorporated company based in the city of Duluth in Georgia distributes its games of skill games across the state of Pennsylvania through many different local subsidiaries. After many of its gaming units were confiscated following the most recent injunction, the company has petitioned Commonwealth Court Judge Mrs. Ceisler to extend the previous injunction in order to prevent any further arm not only to itself but also to its partner venues.

Matt Haverstick who is a lawyer working on the company’s behalf used a hearing from several days ago to tell Judge Ellen Ceisler that Pace-O-Matic Incorporated believes that the previous ruling from Beaver County should be honored once again due to the absence of any subsequent legislative steps or some other definitive decision by another court. The attorney also attempted to head off emerging underage betting fears as he detailed that the company’s contracts require all venues and host sites to prohibit game access to minors.

Matt Haverstick also detailed that the company that he represents is trying to get a final determination on whether games of skills are legal or not in the state. He also added that Pace-O-Matic Incorporated is not hiding anything. Judge Ellen Ceisler is now expected to decide on the company’s injunction extension application within the following several days.

The state of Pennsylvania is only several hours away from its very first online gambling launch. Shortly after the Pennsylvania Lottery announced a crackdown on its machines, the state’s lawmakers announced that they are introducing new gambling legislation which could potentially outlaw games of skill which at the moment can be found at many different locations across the entire state. Following the news, the state’s senator Tommy Tomlinson of R-Bucks County stated that these games are already considered illegal under the state’s current law, but this new potential legislation would only clarify their position. Naturally, this would put an end to any kind of ambiguity which may exist.

One thing is for sure, the state’s legislation wants to remove any kind of ambiguity existing. In his official statement, Tomlinson also said that all machines considered games of skills are completely illegal under the state’s most recent updates on its gaming laws. However, despite their illegality, these machines are still present at all sorts of venues including convenience stores. This means that owners still take profit from them.

Games of Skills Present in Every Pennsylvania County

What is, even more, is that machines considered as games of skills are present in every Pennsylvania county regardless of them being considered as illegal. According to the state’s Bureau of Liquor Control Enforcement, the state police continues to see a rapid increase of illegal gambling devices present in all sorts of state’s liquor establishments.

About eighteen months after the adoption of the law on legalizing gambling on the Internet the state of Pennsylvania has announced that it expects the first series of gaming sites to be launched on July 15th. Pennsylvania is officially the fourth state in the United States to legalize online casino games. Sports betting is already live in Pennsylvania, and online poker games are expected to go live this summer as well.

According to Pennsylvania Gaming Control Board, should things go as planned, such a successful “The Keystone State” would become the fourth US jurisdiction to legalize online gambling following in the footsteps of New Jersey, Delaware, and Nevada.

According to the report, seven land-based venues of thirteen operating in the state have already received their licenses to start offering online poker games after the said date. A total of ten casinos have applied for and successfully received licenses to provide and slots electronic table games. Online casinos in Pennsylvania expected to be launched in mid-2019 include Harrah’s, Hollywood, Mount Airy, Mohegan Sun Pocono, Parx, Presque Isle, Rivers, SugarHouse and Valley Forge.

The Canadian iGaming operator’s PokerStars brand, The Stars Group Incorporated, will likely be one of the first gaming sites to go live in Pennsylvania. The launch is likely to happen through a cooperation agreement with Mount Airy Resort and Casino. Another operator likely to follow the suit is PartyPoker, a brand operated by GVC Holdings in cooperation with Valley Forge Casino.

Sports Betting Good to Go as Well

According to the Pennsylvania Gaming Control board, the week starting with Monday, July 15, 2019, will be a timeframe for the start of the iGaming implementation This should provide approximately 90 days for the licensees and operators to meet their obligations and deliver all required information and materials to the state’s Control Board. They will also need to provide the necessary inside controls and to gather all the certifications required to offer online gaming in the state of Pennsylvania.

The PA Gaming Control Board is working hard on reviewing interactive applications, and it will be over soon. Players in 6th-most populous state will have a chance to play playing casino games in the nearest future. This news brought excitement to many casino lovers.

Gov. Tom Wolf accepted and signed the bill in October 2017, turning it into law and making Pennsylvania the fourth state after New Jersey, Nevada, and West Virginia to make online betting on sports legal. On Wednesday, January 16th, the state’s Gaming Control Board released the revenue figures earned through casino’s which showed that almost $3.2 billion was generated from Pennsylvania’s 12 casinos, thus setting a record for the most money earned in a year ever since the legalization of gambling back in 2006.

Notably, irrespective of the money earned by table games dropping by 1.34 percent last year, the record was still reached according to the state’s Gaming Control Board.

The board also revealed that over 2.39 billion of the Money was received from slot machines and offset the drop in table game revenue.

A report published by the gaming board revealed that the Tax revenue collected from table games and slot machine play topped $1.3 billion for the year 2018.

As per reports, over the last 13 years, nearly 32 billion in revenue was generated by The state’s casinos. And as for Table games, which received legal approval back in 2010, they have accounted for $6.4 billion of that revenue.

A report published by The gaming board states that for the year 2018, the Rivers Casino in Pittsburgh was the fourth highest grossing facility for table games in the state, with $76 million earned, behind casinos in Bethlehem, Bucks County, and Philadelphia.

Additionally representing the biggest increase in the state,  table game revenues for the Rivers Casino in Pittsburgh jumped by more than 15 percent back in the previous year.

According to the state report, the small Lady Luck Casino at the Nemacolin Woodlands Resort earned $4million from its games for the year 2018 and as for The Meadows Casino in Washington, it saw its table game revenues slip to $35.7 million back in the previous year.

The recent legalization of sports betting and online games have been approved by the board which could see casino revenues enjoying a further jump.

Several reports also suggest that within the next couple of years Mini-casinos in York, Lawrence, and Westmoreland, could possibly be opened.

It’s only been a month since sports betting got legalized in Pennsylvania, and already gamblers wagered roughly $16 million at three casinos.

The results were published on Thursday, January 17th ’s report by Pennsylvania state regulators, December results for sports betting at Rivers Casino in Pittsburgh, SugarHouse Casino in Philadelphia and Hollywood Casino at Penn National Race Course near Hershey were also included in the results.

Thanks to these staggering numbers, yet another Pennsylvania casino, Parx Casino in suburban Philadelphia, went on to open its sports book in January making it the fourth casino to do so in the state of Pennsylvania.

Back in the initial stages of the previous year, a state law was passed which permits owners of Pennsylvania’s 12 casinos to pay a $10 million fee to operate sports betting. Additionally, more and more States are rapidly legalizing sports betting after the U.S. Supreme Court gave the nod to do so back in May 2018.
